“If I understand it correctly, they put a hold on items that were then debited days later. So his account showed a specific amount that was still in his account, but the money was on "hold" and not available, so he was overdrawn when he used that phantom money that was still in his account.

“We must find people who value and protect the public trust. A good first start would be to have public campaign financing and NO contributions from the self-interested or anybody else. And to shorten the campaigns so that dirty money is not so necessary to win and to stay in office.
