There are always the less easily targeted but much more power leveling biological weapons to consider. We are not talking about a tiny backward country here. They could certainly develop such weapons. Lots of countries could - notably Israel.

It might be better if they had and could use nuclear weapons as a deterent.

It would be nice for the leaders of countries who care about such things to start negotiating based on their mutual positive interests for their citizens rather than mutual threats of destruction - including economic destruction.
