How Cruise Lines Avoid Blame

Posted: 01/17/12 04:00 PM ET

Cruise ships are little countries unto themselves. They have their own socioeconomic pecking order and they abide by their own tax code and their own laws (or lack thereof in most cases). If Americans suffer some grievance aboard, there are three bodies they can solicit for help: the FBI, the country whose territorial waters they were in at the time of the event and the vessel's flag state. That being said, no one generally wants to deal with the issues that arise, not the F.B.I., not the Italians or Greeks and certainly not Panama, Liberia or the Bahamas, countries whose governments rely on cruise ship flag fees to function.

All too often, the process of determining responsibility for cruise passengers becomes an inter-governmental game of hot potato.

In 2008, I went undercover on a major cruise liner and lived among the crew for a week to write a story for Maxim magazine. Though the story was more humorous than investigative, what I learned in the process was alarming. Upon my return, interviews with cruise industry consumer advocacy groups and attorneys who handle cases from on board cruise ships showed me the side of the pleasure cruise that leaves it vulnerable to the type of confusion that followed the sinking of the Costa Concordia.

On my cruise ship, I met a 90-pound dancer from England who was technically in charge of a lifeboat in case of emergency. It was a running joke among her friends because an "emergency" was as unthinkable as her potential ability to man that lifeboat. This petite young woman could dance amazingly well, perch high on the arm of a male dancer, flip in the air. She was a very confident dancer, but a confident lifeboat operator she was not.

Human beings in a corporate climate don't police themselves very well. Bad P.R. and profit loss are the most significant safeguards you have as a cruiser. Sure, keeping you alive is good business, but if something goes wrong -- unlike in your home country where there's a legal system in place to assist you -- cruise lines' handling of the crisis will be based, essentially, on an honor system that can seem more like a sweep-it-under-the-rug system. When you're on a cruise ship, you are visiting a foreign country with no embassy, no consumer watchdog agency and no real accountability of any kind other than their desire to protect you as a potential future revenue source. Which is generally fine because keeping you alive, preventing sexual assault, avoiding food poisoning and not sinking are all good business. Capitalism is working for you until something goes wrong, at which point you become a problem; damage that must be controlled.

Next time you're taking an after dinner stroll on a cruise ship, you might find yourself standing against the railing and looking out over the endless black emptiness of ocean. In that moment, ponder the fact that if you suddenly heard a loud crunch and the ship began to tilt, the captain of your lifeboat might be the captain of the dance troupe. And if you want to be well taken care of by whatever local authorities pluck you out of that lifeboat, your best bet is probably to sink off the coast of Scandinavia. Something tells me they'd at least give you a warm bed and some free medical care, maybe even a shot of Aquavit.

Bon Voyage.

Recirculated flushed toilet water is supposed to be purified for drinking and cooking or whatever.Sometimes it isn't.Not to say that that is the case here. They may not be using recirculated, feces contaminated water..Whatever the cause whether airborne from one person to another transmitted orally by talking, kissing or whatever these viruses can be deadly or at least horribly sickening. So far however no one has died I presume.

Why would they want to register their cruise ships to the US? Just like any other corporations or individuals, they do not want US regulations, laws, taxes, and fees!

Bad news regarding cruise ships has been around for quite a while. I've even seen news reels of cruise ship disasters where the captain abandoned their passengers when the ship sank. but nothing further as to what happened to him. Subsequently over the years also are the missing, poisoned, raped, dead, and robbed passengers. This never seems to hit the media with the exception of missing persons. In less than a week ago, there were scenes of wild, drunken, and naked passengers raising hell as shown on tv. Men drinking can after cans of alcohol as they stumbled and fell while passengers passed out on the stair cases, damaging ships property It looked like the mob had gone crazy. Frankly, I'd rather take a chance on a jet to spend more time in the countries these ships only allow an hour or two at tourist traps.

This is yet another example of privatizing gains and socializing losses. The coast guard or emergency services must respond in all of these disasters. Some do it better than others. One should prefer to have their disaster in America where things are usually better coordinated and emergency services are mostly professionalized.

Not to mention the periodic outbreaks of intestinal virus that run rampant among cruise ship passengers....caused by the ingestion of feces, of all things. Just lovely.

This also happens at resorts and just about any other place where you condense over 4000 people in an area the size of a few football fields. Hand washing is essential and the staff could put a little more emphasis in santizing hand rails, door knobs and anything else people touch. Short of screening for sick passengers prior to boarding, viruses are bound to spread since people are not verry hygenic by nature.

I contracted norovirus two times in the past four years despite washing my hands several dozens of times a day. Unfortunately, the efforts of kitchen workers and maintenance staff are undone when a single person having neglect the basic rules of personal hygiene touches a bannister or rail on a stair or pushes a button on an elevator. I had never been on a cruise ship; but I did work in a school. Singling out cruise ships is a misstatement of the problem.

Our government allows this. Ships are registered in places like Liberia where they can bribe despots and avoid income tax, yet the vast majority of Caribbean bound ships leave out of Miami. The FBI....what an f-ing joke. If your kid is stolen or your wife is raped, they will tell you they can do nothing. But if some drunk drops and anchor while the ship is moving off the coast of Mexico the FBI will happily be at the port of Miami waiting to arrested the poor sod (true story). Cruise ships are a scam. They rip off both the people on the cruise, but the merchants at the cruise destination as well. I live in the Caribbean and if people knew what went on with these cruises, nobody would ever get on a ship.

How do you force them to register in the USA?

Even having travelled widely since I was a kid, nothing about getting on a cruise appeals to me. Being in the armpit of thousands of other people eating, sleeping, peeing, pooing (indeed, vomiting) on one big platform in the middle of the ocean day in and day out, with the waste going nowhere; limited supply of fresh water; not being able to get off the ride if you start feeling green; forced to enjoy a limited number of substandard modes of entertainment; being on a stop-watch when you do get off to wander round an actual place - none of it sounds like a fun holiday.

There is something off kilt in being on a limited space eating and drinking constantly and having a fixed amount of time to see places. And this with thousand of other folks doing the same.

What a bunch of hooey. This article has little substance an a bunch of hypothetical nothingness.
The hospitality on a every cruise ship I have been on has been excellent.
Being in charge of a lifeboat does not mean that the small person was required to do any heavy lifting.

And you cannot simply appoint someone to be a leader in a crisis.

The author did not mention (or know) if the tiny dancer had training or not. Also, yes you can. Appointing people during a crisis is done all the time in business, the military and in other organizations. However in the article in question it is clear the woman had been appointed in advance. Your point is WHAT exactly?

My business partner just completed his 29th cruise we are leaving at the end of thn our 14th cruise and in all those days at sea and in ports we NEVER experienced anything but a great time.
People who are not cruisers always seem to think they know the answers.By the way,we are going with another couple ---- their 41st cruise----WE HAVE A BALL !!!!!!!!!

I personally could never relax on a cruise ship and would probably be found wandering around always wearing a life jacket just in case. Maybe even air tanks and a diving mask.

It's like going on holiday but never being able to leave the hotel most of the time because you're stuck with thousands of other guests. In a regular hotel, if you're forced to flee at least you're unlikely to be eaten by sharks.

And think about it, if you’re staying in a regular hotel but learn the building will be moving somewhere during the night, at thirty knots, wouldn't that disturb you? Wouldn't you think that's a bad idea? And if in a regular hotel the manager told you, you might need a life jacket, wouldn't that disturb you too? And this was because during the hotel’s nocturnal jaunt it might pass over deep oceans, wouldn’t that disturb you?

In a regular hotel, if it sucks you can pack your bag and go down the street to another hotel. On a cruise ship such action becomes problematic. It could be the worst trip of your life and what are you going to do about it? Jump ship?

When I saw the disaster on TV I shouted at the screen: “That would not happen in a hotel people. Why are you there? What made you think that was a good idea? Are you not disturbed?" I am.

The Capt. says he intentionally grounded the vessel in shallow water after the hull had been breached. His negligence in Breaching the hull was bad, but had the ship been steered off the shoals it would have sunk fast with many more deaths. Either that or it was just stuck there and the Capt's a dead duck.

But,
cruise lines are corporations.
And corporations operate in the 'free market'.
And everybody knows that you don't have to police the 'free market',
it's self-regulating.....

LOL and rolling on the floor! Had to fan and fav you for that! That is of course why the ships fly the liberian flag. Also the reason that many of the crews of the cruise ships come from many parts of the world and may not speak a common language like English or French. Too bad that the grounding/capsizing is not a laughing matter!
