The first step to ensuring that the benefits of AGOA reach more African people is greater transparency and honesty about what AGOA has achieved and what it hasn't. Given the evidence to the contrary, it is deceitful to use GDP as a proxy for broad-based economic opportunity in sub-Saharan Africa.
Building human and industrial capacity to produce goods for the U.S. marketplace is the greatest challenge for African nations in maximizing the trade benefits of the African Growth and Opportunity Act.
Africa needs China's help to develop but I am still a strong believer in Africans doing it themselves. We are a continent of grand bargains. As nations that are about 50 years old, we are still too young to figure it out. In time, we will.
