Here in New Hampshire -- where on Thursday Mitt Romney will announce his presidential campaign -- they believe in community, as long as it is their own. They care passionately about education, the environment and health care. It's an odd mixture of parsimony and compassion; but it is, or used to be, very much in the American grain. How to achieve that mix is what the GOP currently has to figure out, and what GOP voters here want them to figure out.
