Kan. board still worries casino plans lack hotels

TOPEKA, Kan. — A Kansas review board remained troubled Monday because plans for casinos in the Kansas City and Wichita areas don't include hotels in their first phases. But consultants warned that holding out for better proposals would be risky.

Several Lottery Gaming Facility Review Board members questioned whether casinos without hotels are true tourist destinations. A 2007 state law allowing the casinos contemplated "destination" projects and directed the board to pick projects to encourage tourism.

"I think that will be one of the central issues we'll have," board Chairman Matt All said during a break in a daylong hearing.

The board has a single proposal each for Kansas City and the Wichita area and plans to decide in December whether either can go forward. The Kansas Lottery will own the new gambling but contract with private developers to build and operate them.

Last year, the board had multiple proposals for each area and picked a developer for each, only to see them back away from their plans because of the economy. The lottery then reopened the application process.

Union leader arrested, charged with bribery

WASHINGTON — The president of a national railroad employees union has been arrested and charged with bribery.

Edward Rodzwicz, who heads the Brotherhood of Locomotive Engineers and Trainmen, is accused of taking $20,000 in bribes from a St. Louis lawyer. In exchange, prosecutors say Rodzwicz allowed the lawyer to stay on a list of attorneys approved to handle injury cases for union members.

That attorney was supposed to be removed from the list due to alleged ethical violations. But prosecutors say that in exchange for cash payments, Rodzwicz sent a letter allowing the attorney to stay on.

Rodzwicz was arrested Tuesday morning at his home in Avon, Ohio. A criminal complaint was filed against him last week in federal district court in St. Louis.

Rove: Conservatives need 'Obamacare' alternative

Former White House adviser Karl Rove says he thinks a health care reform bill will likely pass soon because of the numbers of Democrats in Congress, but probably not the bill they have been pushing for.

Rove said Wednesday night in Las Vegas that conservatives this year will be defined by their opposition to a health care plan pushed by President Barack Obama, which he referred to as "Obamacare."

But Rove says conservatives must come up with a "positive prescription" next year for health care as an alternative.

Rove says conservatives should take timeless principles of freedom, responsibility and free-market solutions and apply them to current circumstances.

Rove spoke at a fundraiser dinner at the Venetian hotel-casino for the Nevada Policy Research Institute, a conservative think tank.
