The World Food Programme in Niger, the country worst-hit by the West Africa food crisis, has been forced to make an "agonising" decision to abandon plans to provide emergency food to families with children over the age of two.

The 2009 harvest in Niger produced less than a quarter of the country's annual needs. The period between harvests began in April this year, instead of June. Now half of all Nigeriens do not have enough food.
