Karl Rove knows that if you repeat a message over and over, people will eventually believe it. For this technique to work, however, one must stick to a simple theme and be consistent. John McCain didn't get that memo.

Rove's tactics did not work as well as people think in 2000 or 2004 and they won't work that well against Obama in 2008.

As election strategy formulas go, this one really isn't complicated or overly sophisticated. Even the candidate can probably remember it, and it doesn't matter if he gets any of the elements out of order.
