Tod Preston is Vice President for U.S. Government Relations at Population Action International (PAI). Preston leads PAI's advocacy and outreach activities to U.S. policymakers and opinion-leaders, including Members of Congress and officials in the Executive branch. He also is a co-author of The Shape of Things to Come, a 2007 PAI report that examines how demographic age structures impact security, governance, and economic development. Mr. Preston has over a dozen years of government relations and public policy experience in Washington, DC. He joined PAI in April 2004 and most recently served as Senior Advisor for Congressional Relations & Strategic Outreach. Mr. Preston worked for seven years as a legislative aide in the House of Representatives. During his time on Capitol Hill, he served as a senior legislative aide for Congresswoman Nita Lowey (D-New York), currently the chair of the House Appropriations Subcommittee on State-Foreign Operations. Mr. Preston also worked as an aide on the former House Merchant Marine and Fisheries Committee, where he handled a variety of environmental and natural resource issues. After leaving Capitol Hill, he served a congressional liaison and speechwriter at the U.S. Department of Commerce. Mr. Preston graduated summa cum laude with a B.A. in government from Connecticut College in 1991. He is a member of Phi Beta Kappa.
