Upscale retailers are still doing very well.

The difference isn't upscale versus big box the difference is limited and small retailers versus big box. When prices for standard goods rise dramatically the disparity between big box ( better price point control) and standard retail stores becomes great enough that consumers will travel farther and buy more in bulk as well as forgo other aesthetic concerns.

Government funding and direction of 'new energy research' other than fusion/fission is silly and everyone knows it. Fusion/fission would most likely not be regarded by the left as 'progressive'. Any other funding and direction by the government on energy would most likely mean that the research did not offer a profit motive making the resulting 'new energy' a bad proposition and an untenable new source, much like the ethanol program.
