That is what it sounds like Obama is trying to do - allow them to take money as long as they operate the program in a secular way. I see no issue with funding a good program run by a religious organization so long as they can't deny service based on religious grounds or use the funding as a means to proselytize to the people they are helping. Incidentally, many of these organizations do raise their own money. If it is an effective program why not give it some more money to help more people. Just choose smartly and wisely.
