I do not know if that could be said of "white fear" though, reason being that, all those fears were made up to distroy any possible rapport that would have ensued after the diabolic system (slavery) was abolished. Opponents of the abolution and even the protagonist s who were either for its abolution or against it, found themselves not really ready to intergrate with the Africans, so they built a system, albeit most of it were already there structurally.

The fact that a bunch of people were freed didn't take away the simple fact that conditions under which they were living were terribly poor, that, proper agglomeration and distribution of federal resources would have enhanced their living standards and it would have disarmed in perpetuity any feelings of resentment that we are seeing today. The question therefore, about "white fear" , was, it was created by extremists and opponents within the white community, to make it impossible and uneasy for any attempt to create a decent country with "real" civilised citizens who are 'reared' to understand that, they are their brothers and sisters keeper. Thus it is quite simple to understand that those who were against such intergration, hence, creating that false fear of the black community and monorities, stood to gain than loose both economically and politically.
