As I understand it, the bill provides NO criminal immunity for Telecoms or Administration officials.

I'm sorry your feelings are hurt - I state that without sarcasm. I'm supposing that you have analyzed Hillary Clinton the candidate and not Hillary Clinton the symbol. Hence you have analyzed her flaws and her tactics and asked would you have supported this candidate were she a male?
Perhaps, that becomes an important question for feminism in the future - separating the human from the symbol. I certainly hope so. I hope America confronts its faults in this regard, treating anyone as a second-class citizen. I hope with all my might that these faults and this blame is not lashed to Barack Obama as his cross to bear.
