My favorite example of strategy vs tactics is: a strategy is to break the will of the German people while the tactic might be to bomb Dresden.

It is very easy to confuse strategy and tactics"particularly group tactics and strategy"because, in a very meaningful sense, something can be both strategy and tactics depending upon how one chooses to look at it. I recommend thinking of strategies as being abstract goals and tactics as being physical actions in the real world that should lead to the accomplishing the goal. Thus "break the will of the German people" is still a strategy despite it being a method for accomplish the larger goal of winning World War II. posted 05/18/2008 at 12:08:11

While I'm sympathetic to that line of reasoning, it isn't at all clear to me that the VP of a disgraced president could win the next election.

Now, I happen to believe that the whole impeachment thing was ridiculous and nothing that the Clintons have done since then has changed my mind on that... even as I find myself wishing that they would exit this campaign so I could still have some of the vaguely positive feelings about him that are left over from his presidency.

In any case, Gore should have won 2000. Even with the headwind of a media narrative that made everything he did lose-lose he still got more popular votes. His overall strategy just failed in the end: he was right that if he just didn't really do anything, his decline and W's rise wouldn't cross until after the election, but he failed to account for the closeness affecting the electoral map and the Supreme Court.
