I think Obama wants to talk with Iran even if there's no basis for any kind of negotiation barring a concession on our part. I believe McCain would not do so, which I think is the more prudent course to take.

He didn't "change his mind" about anything. He said back in 2006 that we need to see how Hamas acts as the government before we decide how to treat the organization. Hamas has acted poorly since then, and so he thinks that we should act accordingly. Nowhere does he say that we should engage them without Hamas doing what it takes to make them worthy of engagement. Iran wasn't expecting the Iraqi gov't, headed by a Shiite, to go after their proxy. I think the article is right about Iran not wanting pro-Iranian Shiites to go after each other, and so it makes sense that they'd want to step in to stop the bloodletting. Nonetheless, by stepping in as they did in an attempt to undermine Maliki's offensive, they may have alienated the Maliki government, pushing Maliki closer to us.

Congress gave the mandate to bureaucrats, and bureaucrats can only work within that mandate. I happen to know of a lot of bureaucrats who hate the way the law is right now but realize that there's nothing they can do about it within the scope of their employment.

In any event, what exactly do you think Bush can do about this? He doesn't pass out immigration benefits, nor does he have the power to do so. The only people who can do that are the bureaucrats, and even their discretion to do so is limited to what Congress provides.
