begin with implantation (when the embryo implants in the lining of the
uterus). A 2001 Zogby International American Values poll revealed that
49% of Americans believe that human life begins at conception.
Presumably many who hold this belief think that any action that
destroys human life after conception is the termination of a pregnancy,
and so would be included in their definition of the term "abortion."
Those who believe pregnancy begins at implantation believe the term
"abortion" only includes the destruction of a human being after it has
implanted in the lining of the uterus.
The proposal continues,

Both definitions of pregnancy
inform medical practice. Some medical authorities, like the American
Medical Association and the British Medical Association, have defined
the term "established pregnancy" as occurring after implantation. Other
medical authorities present different definitions. Stedman's Medical
Dictionary, for example, defines pregnancy as "[t]he state of a female
after conception and until the termination of the gestation."
Dorland's Medical Dictionary defines pregnancy, in relevant part, as
"the condition of having a developing embryo or fetus in the body,

This proposal is a rule change, not legislation subject to a vote. They are arbitrarily trying to change the definition of contraception as an abortion to further the far right religious agenda at the expense of every woman in America. go to the HHS web site and give them your opinion. they are in the period of public comment now and after this they can change the rule as a matter of policy. McCain's experience as a prisoner makes him good at being a prisoner of war, not commander in chief. And besides he got shot down in the Navy's MOST maneuverable jet of the time. That thing turns on a dime and you had to be incredibly unlucky or stupid to screw that advantage up.

His deal making in Uzbekistan , deal he has been involved in since leaving office of a questionable nature for large sums of money in return, associates with questionable backgrounds and deals they have been involved with make him a risk to the ticket if his wife is on it. She would be second in line to the Presidency with a hubby whose deals and relationships to certain types of business people and interests make passing the vetting process fraught with mine fields. Hillary's negatives are still very high, Bill has too much bagage and putting her on the ticket ensures that her negatives and his will weaken not strengthen the ticket. Its a huge mistake. Her supporters need to find another way to console themselves over the summer. The progressive goals and a failing nation are to much to risk at this time. I do think Hillary has much to offer in other cabinet level positions or SCOTUS.
