It's the cover art for "Jennifer Government," by Max Barry. This wickedly funny novel is set in the near future, where surnames are determined by who you work for, i.e. John Nike, Bill NRA, and -- since she's a cop -- Jennifer Government.
Because of severe tax cuts, law enforcement is based on billable hours, the same as lawyers and advertising execs. Don't bother reporting a crime if you can't pay for the investigation yourself.
I wish they'd hurry and make the movie. But the novel makes nasty use of actual brand names, so that may never happen.
