Ms. Brown is the chief of the RCRA, EPCRA and Federal Programs for the United States Environmental Protection Agency New England. She is responsible for the following enforcement and compliance assistance programs: Resource Conservation Recovery Act (RCRA), the Emergency Planning Community Right-to-Know Act (EPCRA) , Tribal Compliance, Federal Facilities (excluding CERCLA), Clean Air Act 112r (RMP), and emergency preparedness. Prior to managing the this Unit, Ms. Brown managed the region’s enforcement program, its lab and its toxics and pesticides programs (Core Toxics, Lead Paint, Pesticides, and Asbestos). She served as vice president for Brownfields Pilots and Counsel, with the Institute for Responsible Management. While there, she also co-authored a book on Brownfields. She has drafted numerous other publications and makes frequent speeches about environmental protection, homeland security, beneficial reuse, chemical safety and environmental justice. She is a frequent speaker as well.
Prior to joining EPA, Ms. Brown was director of Equal Employment Opportunity for the New York City Transit Authority, counsel for the Texas Department of Agriculture, and an assistant to the Governor of Texas.
Ms. Brown received her JD from the University of Texas School of Law, and a BA from Creighton University in Omaha, Nebraska.
