Interesting Kevin, but article I, section 10 says that no **state** shall do this, meaning that it is restricted solely to the federal government. The only case you can make that the Congress is forbidden paper money is Article 1, section 8, which give the Congress the power to "coin" money. One might interprete this as only metal money is allowed since one cannot coin a piece of paper.

But I don't think that the Congress can legally give away its right to "coin" money to a private organization without a properly ratified amendment. This is the 17th Amendment that wasn't under Wilson. The Fed was constructed by J.P. Morgan and John Rockefeller to give us little pissants a royal screwing. The gift that keeps on giving.

But with all the flaming fascists in their black robes (I think they should also be wearing executioner's masks) on our high court, this observation is a piss into the wind. I have a graduate degree in physical chemistry. I have studied the physics of the collapse of the three WTC buildings over considerable time and in great detail, and concluded beyond a reasonable doubt that the collision of the planes did not cause it, but rather was simply a diversion. (Of course a plane never even hit WTC7 - it collapsed from exhaustion). These buildings were dropped by carefully implanted thermite explosives on their supporting beams that were electronically detonated in a carefully orchestrated sequence over a few seconds. The huge buildings were instantaneously pulverized into fine dust and dropped on their own footprints. We have good videotapes on the internet where we can actually witness this process. There are not eight companies in the world with the skill to do this. I am not going even to start with all the other weird stuff like calling off the Air Force interceptors.

Cheney and company pulled this off because:
1) they knew they would get away with it
2) they are sociopathic killers
3) they could never accomplish their political and economic objectives without it. They wrote as much in PNAC in the 90's where they described the "necessary" future event as "another Pearl Harbor."

I have studied the physics of the collapse of the three WTC buildings over considerable time and in great detail, and concluded beyond a reasonable doubt that the collision of the planes did not cause it, but rather was simply a diversion. Sullivan started his remarks by stating that these creeps better not plan on leaving the USA. I don't think he meant that they would be breaking their bail bond. He obviously meant that there soon would be international indictments out for them similar to Pinochet in his last years. One may hope.

So his comment has nothing to do with "American justice" - an oxymoron. Bushco is well aware of this. That is why they refused to sign the Hague agreement and opposed it every step of the way. When Rumsfeld was in Germany last year, activists attempted to indict and arrest him on war crimes.
