Educated at the UW-Madison(BA and MS), I have 30+ years of environmental program/policy experience at the senior mangement level and at various levels of government (state, multi-state, and federal). My areas of expertise include water management, public affairs and community relations, state-federal relations, and international project development and assistance with an emphasis on the former Soviet Union. My postings have included both diplomatic and non-diplomatic assignments.
My years of experience have also shown me the "dark side " of government with its paternlistic view of the american people and its paranoia over dissent or disagreement (views that long pre-date the last Administration). I have also both witnessed and experienced first hand the retaliatory actions of government agencies against those daring to challenge science or public policy initiatiives or to support employees who differed with management.
My positions and experience have resulted in a unique perspective on goverment and a questioning attitude towards its pronouncements and motivations. While I respect and admire a true Jovian gadfly, I prefer a thoughtful and transparent dialogue between the governed and those who govern. I approach these pages in the spirit of inquiry summed up by the Board of Regents of the University of Wisconsin over 100 years ago: That we
"should ever encourage that continual and fearless sifting and winnowing by which alone the truth can be found."
