Try as all might, you never change the minds of other cultures through force - which is distinctly what the Europeans and their off-shoots have been doing since emergence from their caves. Terrorists use unstable regions of other sovereignties to train, base, equip, etc. because the "instabilty" of that countries government leaves no time to deal with extremists groups, preferring to deal with problems affecting their regimes. We have had instruments to deal with criminals - both in the detection, and persecution - anywhere in the world. The only thing Rumsfeld had right about a smaller military force, is the size needed to persecute the criminals - not to overthrow a sovereign country.
