I'm an Americaan citizen living in Mexico, where there are term limits for just about every political office. As a result, a) there's no continuity from election cycle to election cycle, which makes for an incredible amount of inefficiency and re-invention of the wheel, and b) the politicians, knowing that they can't be re-elected anyway, just steal with both hands for as long as their terms last.
