Anatomy of an Immigration Debate: Watch Your Mouth, Watch Your Step

The White House is scrambling to fix its mensaje and timing problem with Latino voters as demonstrated Thursday by a significant immigration policy change. Homeland Security Secretary Janet Napolitano announced that approximately 300,000 undocumented immigrants facing deportation will have their cases individually reviewed, and if classified "low priority" can apply for work permits and stay in the U.S. indefinitely. This includes DREAMers-those who came as young children, graduated from high school, enrolled in college, or served in the armed forces and are seeking citizenship through the stalled DREAM Act.

Why now? The President, under pressure because of the flatlining economy and the ramp-up to the 2012 election, is facing two emerging verticals in the immigration debate that are compromising the loyalty of Hispanics: breaking his promise to overhaul the immigration system in his first year and accelerated enforcement, specifically bragging about the record deportations-about a million-due in part to of Secure Communities.

This controversial Department of Homeland Security program requires local law enforcement agents to run FBI fingerprint checks, resulting, according to a White House blog post in:

  • a 70% + increase from 2008 to 2010 in the deportation of those with criminal records and a decrease of those without.

  • More than half of all removals are people with criminal records.

  • Among those deported without criminal records, more than two-thirds were either caught as they crossed the border, had recently arrived, or had been repeatedly removed.

The Administration insists the increased deportations are a result of using existing resources in a more "strategic" way to target and remove illegal immigrants who have committed serious crimes. Senior White House officials speaking on background on a Thursday conference call acknowledged that as a result of the program's criticism, improvements are being made, including training local police to not process non-violent immigrants or DREAMers for deportation; exercising more "prosecutorial discretion" to stay removals of those who don't have criminal records, were nabbed at the border, or are repeat crossers; as well as protecting the witnesses of crime and domestic violence victims.

This White House message, however, has been falling on deaf ears because the Latino community today is diverse, emboldened by its extraordinary demographic growth, young, and developing a keen, political savvy. I witnessed this at the National Council of La Raza annual convention when some young advocates in the audience interrupted the President's speech, demanding he use executive powers to halt the deportations of DREAMers which I blogged about in the post "Anatomy of an Immigration Debate: Presidential Carne Asada at NCLR." Protests are erupting across the country and online. Presente.org (Presente in the context of a roll call means: "Here!"), for example, is circulating a petition to be delivered to 1600 Pennsylvania Avenue NW demanding that President Obama not "force your local police officer to turn people over to immigration," citing that non-violent immigrants are being rounded up with criminals.

While it is true that the President does not legislate which is why he needs Congressional support in a Republican-controlled House of Representatives, Latinos believe he is speaking one way to them and in another fashion to the rest of America: breaking his promise of immigration reform, then blaming obstructionist Republicans for refusing to be his "dance partner" versus talking tough, especially to non-Latino audiences, on enforcement.

Any dancer (I'm a big salsera) will confirm that on the dance floor, timing is everything. On immigration, as well as the economy, the President's is off. It is true that the GOP is not forcing its nativist wing to line up behind reform or listening to a sizable part of the business and faith-based community which supports an overhaul. But if there is one thing worse than having someone refuse your request to dance, it's being abandoned on the dance floor. Latinos feel the President has done just that.

With the election more than 14 months away, too many factors such as the slow economy and who becomes the GOP nominee are in play to predict the winner of the 2012 presidential contest.

But if a Republican wins because disillusioned and angry Latinos vote GOP, or more likely, sit out the election, President Obama and Democrats have one consolation: the developing political savvy of Hispanics, especially the youth, cuts both ways. As they increase their participation in the political process, they are learning to channel their inner Independent-the powerful segment of the electorate characterized by flipping parties if the one for which they cast ballots doesn't deliver.

Some advice for politicians: watch your mouth and your step, or in the next election cycle Latinos will take another Party to the dance floor.

I feel it unfare for some in the Latin community to fix the blame for a lack of a workable immigration policy solely on the backs of the Obama administration. The problem is the same as when George Bush, John Mc Cane, and Ted Kennedy were trying to help in this regard. The conservatives in the Congress stood in the way then, and they stand in the way now.
If you read the Constitution you will find that there are three branches of government and the executive branch is the one that signs bills into law- the House and Senate are the ones who creates the laws.

Someone tell me why should we care what they think? First, they chose to ignore our laws to come here. Then, they have the audacity to ask us to change the very same laws once they broke into our house. Legal immigrants are just as bad, because they prove to America that at their root, they dont respect us (or the rules) by supporting illegal behavior. Just imagine if someone broke into your house, and then demanded that you use less strong locks on the door. Illegal aliens have no rights, dont deserve any, and should be put in jail or deported when found. Legal immigrants who harbor them should be charged as well. I cannot open the paper without reading about some illegal who committed a crime or killed someone. If they were gone, thats a few lives that would be saved. We did not need more criminal behavior, but contributors to society. More than half of all removals are people with criminal records. Illegal alieans are a drain to us all. I dont see anyone out protesting to keep suspected Muslim terrorist in the country, and most of them came here legally. Illegal aliens are the new form of terrorism. They are leeches, who feed off of America, then fly their own countries flags just for added insult. If their countries of origin are so great, stay there, and save us the trouble of sending you back

The opposition to Secure Communities and the tone of this opinion piece prove that Illegal Immigrant Supporters will NEVER honor ANY commitment to enforce our laws. The supporters of Illegal Immigrants cannot understand why those of us who were around in 1986 are loath to make another “Comprehensive Immigration Reform” deal. In 1986 the Simpson-Mazzoli deal was tough enforcement in return for amnesty. Only half of that deal was ever delivered. Amnesty was given, but those who agreed to tough enforcement turned around and did everything that they could to successfully sabotage ALL tough enforcement.

Now, 25 years later, it is the same old song and dance - tough enforcement in exchange for the amnesty lite called "a pathway to legalization". Of course just like in 1986 the amnesty is supposed to come first with the tough enforcement done later. Each of the “undocumented” 11 million stand as silent testimony to the failure of those who shield Illegal Immigrants from the Law to stand by the deal they made in 1986. Deporting a small fraction of them and then saying “system works” is a joke.

Threats and bullying are all they have left, because past disingenuousness has destroyed the trust necessary for any bargaining to take place. In 1986 Ted Kennedy said of the Simpson-Mazzoli Bill: “This amnesty will give citizenship to only 1.1 to 1.3 million illegal aliens. We will secure the borders henceforth. We will never again bring forward another amnesty bill like this.”

The pro-illegal immigration activists are a bunch of hypocrites. They complain when states like Arizona, Alabama, and Georgia enact laws dealing with immigration, claiming that immigration should only be dealt with on a federal level. Yet when it comes to Secure Communities (a federally mandated program), they claim that local governments should decide whether or not to participate.

I favor "reform". "Reform", however, will never mean amnesty as long as I have fingers to type, fax machines to transmit, and voters I can influence to get on the correct side of this issue. If we ever want to have a functioning immigration system again, no matter how it is designed, we must enforce our laws and tell the world they will be respected -- or else.

The illegal alien lobby will never be happy with any "reform" that doesn't include amnesty and that is totally unacceptable. We have an irreconcileable conflict of views. For those who think Social Security is the "third rail" of politics, just touch this one the wrong way and see what kind of shock you get.

When a law enforcement officer apprehends an illegal immigrant, it makes no sense to simply release that individual who has been breaking our laws with no threat of sanction or penalty. The US government gave blanket amnesty to illegal immigrants in the 1980s, with the promise never to do it again. And yet here we are--15 million more illegal immigrants once again trotting out the Americans-are-r acist rhetoric, demanding that they be given--once again--blanket amnesty. How many times do you expect the U.S. to give in to the demands of people who entered this country illegally and are therefore not even citizens? What part of Rule of Law is so difficult to understand? My guess is that if these 15 million illegal immigrants were from Nigeria or Quebec, you wouldn't care one way or another whether they were given amnesty.

What a joke that turned out to be. Instead, we got an opening of the floodgates. As Ron Paul said: "You subsidize illegal immigration, you get more of it." Now we have around 12 million illegals or more. The argument most heard is that they should get amnesty because there are too many to deport. That is essentially an illegal immigrant bailout. The U.S. has rounded up illegal immigrants and deported them in the past & it can be done again. Businesses that took advantage of illegals should be prosecuted.

Here, I'll say it since everybody else seems afraid; we don't need anymore tired, poor or homeless immigrants coming the America. We have too many tired, poor and homeless AMERICANS already with high unemployment, Americans losing their homes because of crash of the mortgage bubble due to Wall St. and Congress incompetence.

I am a Republican for blanket amnesty. "Work visas" are an inadequate solution, because they don't provide the trajectory for total immersion into an economy that rewards hard work's success. Work visas are slave visas. Let's just see the average lazy American compete with an immigrant's work skills, ha! If "competition makes a better product" that will mean the average American will become a better product once we level the playing field. AS far as "they broke the law"...that's not a viable argument any more. We ALL broke the law, especially the USA gov't, when we turned our heads for 20 years when it was convenient. Work skills are the new college diploma, and highly sought after.

Why do latino voters who are american citizens put up with the millions of illegals that come across the border..they are abuding the system..they didnt apply and come thru the immigration system like their fellow latinos did. Illegal Alliens are just that..in this country illegally..you cant sugar coat it. If i came into your house without you authorization i would be there illrgally..my house is the USA..please apply and then we will let you in.

then fix the broken LEGAL system... i've seen people come here, get married and have their green cards within a few mths... while others that did not game the system and instead tried through the embassies in their countries have been waiting for years... the fact is a lot of the people braving death to cross the desert did so in desperation... what would you do if faced with starving or crossing a border to be underpaid so u can at least eat???

What's "broken" about the system? And, just for the record, the majority of illegal immigrants were not "starving" in their own country. They entered the U.S. illegally because they wanted to and because they could. Why should these people be rewarded for breaking our laws? They were rewarded with blanket amnesty in the 1980s, and now they're demanding it again? Why should they be able to hopskotch over immigrants from other countries who are waiting patiently to immigrate legally? Yes, it takes years to immigrate here, and not everyone in the world can immigrate to the U.S. It's common sense. Immigration to our country should NOT be "easy," and earning American citizenship should indeed be difficult--otherwise, it's cheapened. Not to mention the fact that the U.S. population surpassed the land's carrying capacity about 30 years ago, and within this century, water will be rationed (I teach sustainability). Because Americans have no ecological education, they continue to think that the country's resources can just endlessly and magically expand to accommodate as many millions of people as we want. Not only is that an absurd belief, but it's a dangerous one. The only immigration "reform" we need is to craft a SUSTAINABLE immigration policy.
