At least 41 people were arrested Tuesday, among them 19 police officers, in the largest operation conducted by authorities in the Brazilian state of Rio de Janeiro against bands of paramilitaries who are vying with drug traffickers for control of the "favelas," as the vast shantytowns or slums are known.
