Xcel Rate Increase Makes Small Businesses Foot Too Much Of The Bill: Consumer Council

After an eight-month battle, Xcel Energy this month won a $128.3 million rate increase. Now a second battle is brewing over who, exactly, should foot the bill.

The Colorado Office of Consumer Counsel is challenging the utility's formula for allocating the rate increase, saying it places an extra $20 million burden on residential and small-business customers.
