The sister of the woman originally suspected of mowing down two young women has been slapped with hit-and-run charges.
Frances Jasmin allegedly hit city worker Erinn Phelan and her friend Alma Guerrero in the early hours of February 21st.
Phelan suffered serious brain injuries after pushing Guerrero out of harm's way. Guerrero suffered a broken collarbone.
Surveillance video originally lead police to suspect Cindy Jasmin, but she in turn claimed that her sister was driving her car that night.
Jasmin had been in New York-Presbyterian Hospital in White Plains for psychiatric treatment since the accident.
