Cold Weather Increases Importance Of City's Yearly Homeless Count

More than 3,600 volunteers fanned out across frigid streets overnight Monday to count the city's homeless.

The annual survey is organized by the Department of Homeless Services.

"It's used primarily for us to help allocate resources and to hold ourselves accountable," DHS Commissioner Seth Diamond said.
