DISTRICT OF COLUMBIA FACTS
_ District residents were granted the right to vote in presidential elections in 1961, when the 23rd Amendment to the Constitution was ratified. The district is restricted to the number of electors of the least populous state, regardless of its own population. The Democratic candidate has carried the district in every presidential election since residents were given the right to vote.
_ The district's population grew by 2.7 percent between 2010 and 2011, the fastest rate of growth in the nation and the first time since the late 1940s that the district has led states in growth. The district is also on the verge of losing its black majority for the first time in more than 60 years.
