Marco Rubio Delivering 'Major' Foreign Policy Speech

Sen. Marco Rubio (R-Fla.) is giving what is being billed as a "major address" on foreign policy Wednesday at the Brookings Institution in Washington.

Sen. Joe Lieberman (I-Conn.), who caucuses with Democrats and isn't running for re-election in 2012, is introducing Rubio.

"The senator will explore what Americans need to do at this juncture, abroad and at home, to adapt and prepare for the changing international environment in the years ahead," reads the release from Brookings.

Rubio has repeatedly denied that he is interested in the vice presidency. Monday on Fox News, he said, "Governor Romney has now begun a formal process. He’s asked some people to do that process for him. And I think we should all respect that … and let them do their work."

He said later, "The reason why they say these outrageous things is because they don't want this campaign to be about the president's record. If this campaign is about president's record he is going to lose, and he knows that. His is a record where everything was worse than date he was sworn in."
