Unsupervised Ex-cons Living Near Each Other In Places Like Parole Town Can Lead To Crime

She was a thief convicted repeatedly for weapons and stolen property crimes. He was a convicted burglar and arsonist. And they shared a years-long passion: heroin.

So it was no surprise that romance blossomed between Tonia Watson and Alan Wood in spring 2011 when they found themselves together on parole in Pontiac, living in a 1-square-mile neighborhood that some offenders call Parole Town.
