DETROIT, MI -- The state Senate's passage of legislation to create a public lighting authority brings the city a step closer to solving a generations-old problem, Mayor Dave Bing said today.

But some residents complain that only certain neighborhoods will be brought out the darkness in the mayor's plan to fix a large portion of the broken lighting system.
