NEW YORK CITY — Police Commissioner Raymond Kelly has “illegally” stiffed police pension funds out of more than $30 million since he took over the Police Department, legal papers claim.

Unions representing sergeants, captains, lieutenants and detectives accused Kelly and the NYPD of “systematically” and “intentionally” keeping millions of dollars they got back from cops as a result of disciplinary actions instead of funneling it into cop pension funds as required by the city's administrative code.
