Protesters were occupying the lobby of Detroit City Hall on Thursday, demanding to speak with Detroit emergency manager Kevyn Orr after filing a federal lawsuit challenging his appointment.

Security was not allowing the group of more than 100 people access to the 11th floor, where Orr has an office near Mayor Dave Bing. Protesters sat on the floor, sang and chanted.
