Detroit Businesses Upset Over Big Tabs For Rainwater Runoff

About 1,200 Detroit businesses are receiving large bills for rainwater runoff from the Detroit Water and Sewerage Department, some of them dating back as far as six years.

Spokesman Bill Johnson said the bills started going out about a month ago, and some customers already are starting to push back against the fee, which many of them are seeing for the first time. He said the department should have been charging that fee over the years, but many customers weren’t being billed and now must pay retroactively.
