Michael Phelps Arrested, Charged With Second DUI

Decorated Olympian Michael Phelps has been arrested and charged with a DUI in Baltimore after police pulled him over for speeding early Tuesday morning.

Maryland Transit Authority (MDTA) police told WBAL the athlete was driving a white Land Rover at a speed of 84 mph in a 45 mph zone at 1:40 a.m. Police said the 29-year-old then failed a series of standard field sobriety tests.

MDTA added that Phelps "was cooperative throughout the process."

An unnamed source told TMZ Sports that Phelps' blood alcohol content was close to twice the legal limit.

This is second time the Olympian has been arrested for a DUI, CBS Baltimore notes. The first came in 2004, after Phelps ran a stop sign. In addition to a series of fines, he was sentenced to 18 months of probation.

"I recognize the seriousness of this mistake,” Phelps told the judge during his hearing in 2004. “I’ve learned from this mistake and will continue learning from this mistake for the rest of my life.”

UPDATE: Tuesday -- In a series of tweets sent Tuesday afternoon, Phelps acknowledged the charges against him and apologized to his fans:
