Senior Innovation Fellow and Co-Director of GHIA at the Innovation Technology Policy Lab, Duke University

Julia Barnes-Weise, JD, CLP is a Senior Innovation Fellow and Co-Director of Global Healthcare Innovation Alliances (GHIA) at the Innovation Technology Policy Lab ( ITPLab) at Duke University. Ms. Barnes-Weise is a former Director of Business Development at Glaxo Wellcome (now GSK) and consults for BioMatch, LLC which she founded. She previously was a lawyer in the Legal Departments of SAS Institute and GeoBased Systems, and has been on the board of several start-up companies. Ms. Barnes-Weise has decades of experience negotiating licenses and alliances and advising companies on partnering.

Her educational background includes a Juris Doctor degree from the University of North Carolina, a year at the Notre Dame London Law Centre studying international trade law, a BA from Ohio Wesleyan University, a program at Duke University’s Fuqua Business School in International Marketing Leadership, and numerous strategic alliance and licensing courses.

She was founding co-chairman of the Licensing Executive Society’s Strategic Alliance Committee, a former member of the Health Care Committee, and has spoken at numerous licensing conferences.
