Phoebe Potts was born in New York City in the same hospital as her husband, artist Jeffrey Marshall. She spent her formative years in Brooklyn, and then on Martha's Vineyard where she was Bat Mitzvahed in a bite-sized synagogue. She graduated from Smith College and received her MFA from the Maine College of Art in Portland.
