Tom Woodruff

Director of Change to Win's Strategic Organizing Center

As the director of Change to Win's Strategic Organizing Center, Tom Woodruff works to ensure that the nine out of 10 American workers not yet in a union can achieve the American Dream. Additionally, he serves as the International Executive Vice President of SEIU.

Woodruff began organizing in 1974 with health care workers in West Virginia. He helped their once tiny local grow into a powerful 13,000 member organization, giving workers in some of America's most rural communities a voice. Tom has overseen organizing for SEIU since 1996, helping more than one million workers unite.

Woodruff continues to split his time as International Executive Vice President of SEIU and as a chief architect for Change to Win, in order to help millions of workers in transportation, retail, construction, health care, and other services form unions. His focus remains on strategies that unite workers who do the same type of work.

Tom was instrumental in the founding of Change to Win in September 2005 by seven unions and six million workers devoted to building a movement of working people with the power to provide workers a paycheck that supports a family, universal, affordable health care, a secure retirement and dignity on the job.

The seven affiliated unions are: International Brotherhood of Teamsters, Laborers’ International Union of North America, Service Employees International Union, UNITE HERE, United Brotherhood of Carpenters and Joiners of America, United Farm Workers of America, and United Food and Commercial Workers International Union.
