Mom Allegedly Shot Up Drugs In Courthouse Parking Lot With Baby In Car

A drug intoxicated mother was arrested in Virginia after she was found passed out in her car with her 23-month-old daughter crying in the back seat, police said.

Authorities arrested 30-year-old Billie Jolene Warburton, of Norfolk Monday morning in the parking lot of the Mills E. Godwin, Jr. Courts Building in Suffolk. She is charged with possession of heroin, driving under the influence of drugs, and felony child neglect.

Warburton came to the attention of police when an officer on patrol observed her car parked at the courthouse. The officer stopped to see if she was in need of assistance and found her slumped over the steering wheel of her vehicle. Warburton's window was open, the motor was running, and a young child was sobbing in a car seat in the back, police said.

According to Diana Klink, Media and Community Relations Manager at City of Suffolk, the officer observed blood on the center console and fresh injection marks on Warburton's arms. Several drug-related items were also visible, Klink said.

The police report indicates Warburton advised the officer that she had placed the paraphernalia in her purse, "but did not plan on getting high today."

Warburton also allegedly told police her child was crying because he had not been fed since the previous evening.

The baby was placed in the custody of Child Protective Services and Warburton was transported to Western Tidewater Regional Jail under a no bond status.
