Bob Woodward spoke out about his new book "The Price of Politics," which is making waves in Washington, in a new interview with Diane Sawyer.

According to the book, President Barack Obama was so angry when the debt talks collapsed last summer that he unleashed a "tirade" at Speaker John Boehner over the phone. Diane Sawyer asked Woodward who he thought "scuttled" the deal.

Woodward said that both men laid a lot on the line, but seemed to call the president out over leadership. "Now, some people are going to say he was fighting a brick wall, the Republicans in the House and the Republicans in Congress," the journalist said about Obama. "Others will say it's the president's job to figure out how to tear down that brick wall. In this case, he did not."

However, he also rejected the idea that Mitt Romney can use his book against Obama. Woodward argued that he tried to give an account of the negotiations, instead of blaming any one party for the collapse of the deal.

"I am not delivering that ammunition," he told Sawyer. "I am trying to describe what happened ... I also make the point that Speaker Boehner was responsible," Woodward said. "He had a partner, a dancing partner. He has the Republicans in on this ... I can't simplify it or make a judgment. What I can do is provide that wiretap."

He added that Boehner "never found a way to go to Eric Cantor and say, and have that kind of conversation of a lifetime and say, 'Eric, you're the deputy, you're the majority leader. I'm the boss. It's you and me. We've got to work together as a team.'"

Portions of the interview will air on "ABC World News" on Monday, with the entire interview airing on "Nightline."
