The humorous holiday, which encourages Internet users around the world to engage in ordinary correspondences with the Caps Lock button engaged, was created by a man named Derek Arnold, who first celebrated the day on October 22, 2000.

"International Caps Lock Day is in fact a testament to the small mindedness of certain Western individuals: the majority of the world's population writes in scripts which have no concept of letter casing," Arnold explained to The Next Web. "Therefore it is advised to laugh at anyone who invokes this day as an excuse to dismiss local typographical conventions: they are simply making an ass out of themselves."

On June 28, 2009, a second CAPS LOCK DAY was instituted to commemorate the passing of infomercial icon and remarkably loud pitch-man Billy Mays.
