The distinction of serving as secretary of state comes with its fair share of strange interactions, Bush Secretary of State Condoleezza Rice writes in her new book, No Higher Honor: A Memoir of My Years in Washington.
The Los Angeles Times relays one of Rice's accounts in a report on her memoir, which was released Tuesday:
Rice described "a truly weird scene" when she met with Sudanese President Omar Hassan Ahmed Bashir in the summer of 2005.
"Bashir spoke slowly, moving his head back and forth, from side to side," Rice wrote. "He looked as though he was on drugs."
Last month, Rice spoke about her relationship with former Libyan leader Muammar Gaddafi, who she said had presented her with an "eerie" scrapbook of pictures of her alongside other foreign officials, as well as an originally composed song, titled "Black Flower in the White House," during a meeting in 2008.
When rebels raided Gaddafi's compound in August, they also found a photo album filled with pictures of Rice. Gaddafi was killed in October by rebels in his hometown of Sirte, Libya.
But Rice's bizarre encounters with al-Bashir and Gaddafi aren't the only ones she took part in during her tenure in the Bush administration.
