Suspect Accused Of 'Unprecedented' Killing Spree Across 2 States

A 22-year-old man is accused of killing seven people in Pennsylvania and his home state of New Jersey, beginning with a cousin whom he allegedly fatally shot in May.

Formal charges were announced against Todd West for three of the New Jersey slayings on Thursday. Prosecutors had already charged him with a fourth killing in New Jersey and three in Pennsylvania earlier this week.

Union County Prosecutor Grace Park described the alleged killing spree as "horrific" and "unprecedented" while announcing the latest charges Thursday.

Some victims were allegedly targeted at random, while others were people whom West knew.

Prosecutors say the spree began on May 18, when West allegedly shot and killed his cousin, Michael Thompkins, in Elizabeth, New Jersey.

On June 25, West allegedly struck again, killing Jamil Payne, 29, Kelvin Nelson, 32, and Dennis Vega, 28, in Elizabeth. He's also been accused of the attempted murder of a 24-year-old man that same day.

From there, authorities claim, West moved on to Allentown and Easton, Pennsylvania, for a series of killings and robberies.

West and two accomplices are accused of randomly killing three people. First, the trio allegedly shot Kory Ketrow, 22, in Easton, and then allegedly opened fire on another car in Allentown -- killing the driver, 32-year-old Francine Ramos, and her passenger, 21-year-old Trevor Gray.

West and one of the accomplices were arrested Monday after allegedly robbing three people in Allentown. West has reportedly confessed to at least two of the killings.

In Pennsylvania, West is charged with robbery, homicide and conspiracy.

Park said all the shooting victims were killed with a .38-caliber gun.

Police found a .38 in a car belonging to the mother of Kareem Mitchell, one of West's accomplices. The mother's white Mercedes matched the description of the suspect's car from the Easton shooting.
