President Donald Trump reportedly ignored the all-caps “DO NOT CONGRATULATE” warning from his advisors on Tuesday and congratulated Russian President Vladimir Putin for winning an election that many dismissed as a sham.
By Tuesday evening, the phrase was trending on Twitter. And before long, it had become the latest meme:
