To minimize environmental risk and/or public cost from the Keystone XL (or any other oil, gas or energy) pipeline and the fracking industry, it would be in the public interest to pass legislation and/ or impose permanent regulations that would pierce the corporate veil and make the top officers, directors, and major stockholders of any pipeline or fracking entity individually, severally, and jointly responsible and liable for any environmental remediation resulting directly or indirectly from their activities.

Similar environmental and liability legislation and regulations should be adopted and enacted for toxic emissions, to be relieved and/or reduced only by caps on toxic emissions set by the USEPA and/or a carbon tax.

Such measures would give pause to any violation of environmental regulations and procedures that would adversely affect the public interest.
