There are mounting indications the U.S. military relied heavily on Afghan allies who resented the internationally run Doctors Without Borders hospital.
"MSF doctors and other medical staff were shot while running to reach safety in a different part of the compound."
NATO forces struck two oil tankers, killing about 100 people, in the same town where the Doctors Without Borders hospital was hit.
U.S. Army General John Campbell says a preliminary report is expected "very shortly."
The U.N. human rights chief said the strike may be considered a war crime.
"Some people are leaving their houses to get bread or find something to eat and they get attacked."
