The Organization for the Prohibition of Chemical Weapons said Syria used the chemical weapons sarin and chlorine in a series of attacks in 2017.
University lecturers have accused rescue workers the White Helmets of mass murder in Syria – to condemnation from Amnesty International and others.
The attack in February left 11 people in need of emergency treatment.
The U.S. also said Russians or Syrians may have tampered with evidence on the ground. Moscow denied the charge.
They should make clear to those contemplating their use that the international community can track them down and prosecute them.
The attack killed dozens of people, including children.
According to Human Rights Watch, the attacks were part of the overall military strategy to retake the city.
