The secretary of state expressed "grave concern" over the Kremlin's detention of Paul Whelan and Wall Street Journal reporter Evan Gershkovich.
Whelan has been wrongfully detained in Russia for four years.
Following her own release from captivity, the WNBA star asked her Instagram followers to send notes to Whelan, who remains incarcerated.
