According to a recent visual study on the matter, from 2006 through present day, cigarette tax rates have steadily been on the rise throughout the states.

Coincidentally, data points to states with higher cigarette taxes generally tending to be bigger contributors to under-the-radar "importation" across the U.S. We're looking at you New York...
