Sen. Chuck Hagel (news, bio, voting record) of Nebraska, a potential presidential candidate who has broken with most fellow Republicans in opposing the troop buildup, said he would consider a proposal by a Democratic war opponent to attach strings to future funding.
"I'd be open to them," Hagel said of a proposal by Rep. John Murtha (news, bio, voting record) of Pennsylvania to require that troops sent to Iraq be fully trained and equipped and to set time limits on combat assignments.
"We need to have that debate," Hagel told NBC's "Meet the Press."
